BLAME IT ON THE APPOINTING AUTHORITY, NOT BAMUTURAKI

Jenifer Bamuturaki is the woman in the news for being appointed CEO of Uganda Airlines without applying and without meeting minimum academic qualifications for the job.

But who wouldn’t want to be the CEO of a government agency?

The job of Chief Executive Officer, CEO, Uganda Airlines was advertised in national papers but before deadline of receiving applications, and before Jenifer Bamuturaki could apply, the President appointed her. What a miracle!

So, whose mistake was it? Whom should we crucify – the appointer or the appointed?

Bamuturaki’s non-compliance with minimum qualification requirements is not her problem. The President should have done due diligence before appointment.

On the issue of salary and benefits, again that is not her problem. Everybody negotiates the best terms. Do you remember how another Jennifer (Musisi) was taking as KCCA Executive Director? I think Jenifers are great negotiators.

Personally, I do respect people with skills, not mere paper qualifications. Bamuturaki has demonstrated through skills and experience that she is able to hold the national airliner together.

About Jenifer Bamuturaki

Jenifer Bamuturaki started out as a Country Manager at Imperial Botanical Hotel in July 1995 and then moved to Sheraton Hotel between 1996 and 2000. 

She served in several capacities including desk relations officer and sales manager while at Sheraton.


In 2000, she joined East African Airlines and worked as a Commercial Manager upto2003 when the airline closed. She then joined a travel agency where she worked as a sales manager for a year before joining Air Uganda between April 2007 and 2014 in the commercial division. 

Upon the closure of Air Uganda, Bamuturaki returned to Sheraton Hotel as the Head of Sales and Marketing where she worked upto2016. 

She then joined Golden Tulip Hotel and served as Director of Sales and Marketing until 2019 before joining Uganda Airlines as Commercial Director. It is from here that President Yoweri Museveni appointed  Bamuturaki was as the Chief Executive Officer of the Uganda Airlines.


 Bamuturaki holds a Bachelor of Social Science and Social Administration (SWASA). She also has several trainings with International Air Transport Association (IATA).

According to Bamuturaki, the aviation industry administration largely depends on one’s experience. She says she secured her experience in the industry from the International Air Transport Association (IATA), which makes her fit for the job.

“In aviation, IATA does not give you degrees. It gives diplomas or certificates. The certificates I have from IATA, if I put them together, will come to a diploma – but I also have a degree. It does not matter whether I went to the moon or whether I did MDD. What matters is; do I have the skill, and I do,” said Bamuturaki afterthe parliamentary Committee of State Authorities and State Enterprises (COSASE).
